My name is Connie Paggao and I am the Supervisor for the Parking System Department. I am very familiar with your friend's situation because I handled her application for a reserved handicap space. I thought the request was for her grandmother but its really not important who the space is for because whether it was for her aunt or grandmother, the request will still have to be denied.

A program to help Evanston residents with severe mobility problems was created to provide a reserved on-street parking space in front of their home . To qualify for a reserved on-street parking space, one of the criteria is the resident does not have an off-street parking like a garage, driveway or carport that gives them good access to their home. Since Ms. Devance has a 2-car garage of off the alley that they can access, the conditions of the program is not being satisfied. This is the reason that I told Ms. Devance as to why I can't approve her request. As Ms. Devance had mentioned to you, her Alderman was also involved and he too denied her request. Even Mayor Morton has knowledge of this situation.

I hope that I succeeded in clarifying to you why her request has to be denied.

My best friend and I have always taken care of our family. Recently I lost my great-uncle-in-law Oceneal Un____ (name left off for privacy ) who turned 100 year old last year. He was a strong advocate of Mayor Morton's. He always said she is the best person for the Mayor of Evanston. I did vote for her and was so proud when she was there for the funeral. He probably was glowing. He lived with my husband and I because I don't belive in letting anyone else take care of your family if you are able. Well now my best friend Brenda DeVance also takes care of her 91 year old aunt and the other night upon arriving at home we had a time trying to get her aunt in the house. The sidewalk was blocked so I asked why don't you purchase a handicapped sign. She said that is a lost cause because her alderman told her yes but turned around and said no in so many words. I have always believed in our senior citizens because without the history of their lives we will never understand what happened in the past. But now she doesn't understand why she can't get a handicapped sign in front of her house. I'm not sure who can help but after 1 hour and 15 minutes of trying to get her aunt in the house I hope someone can help her. Please help!
